A serious issue has arisen in the Sports Ministry after tender procedures have been allegedly breached over the purchase of equipment for the Fitness Center (Gym) of the Department of Sports Development under the Ministry of Sports.

Both companies that submitted bids for this tender have deficiencies in the tender files and are preparing to purchase goods from the company that submitted the highest bids.

It has been further reported that the officials of the technical committee appointed for this purpose have also approved the purchase by the company which has submitted the highest bids.

One of the two companies has offered a price of Rs. 74 million while the other company has offered a price of Rs. 66 million. (Yohan Basura)

Depending on the size of the bribe even an honest individual would yield. This is not surprising. Entrapping employees with bribes is very common. It exists in Sri Lanka too. Some have made it into a fine art befriending even the peons with small bribes. Must evolve a mechanism to beat all when it comes to tenders. .

I dont know about this particular pruchase but going for a higher bid does not necessarily mean it is a scam. Some companies give lower bids but with inferior quality equipment or shorter warranties, no after sales service etc. A technical evaluation committee is not needed if the tender has to be decided solely based on the price. Sometimes it better to go for better equipment at a higher price because it will reduce the long term maintenance and repair costs etc.

This is good that the issue has been brought up. It is mainly due to the transparency of sports ministry. Instead of complaining we must find ways to work together and develop the country.
