TNA - Public Security Minister discuss reasons behind TNA’s request for Police powers

A crucial meeting aimed at addressing concerns and explore potential solutions regarding the division of police powers in the 13th Amendment was held among a group of MPs of the Tamil National Alliance and Public Security Minister Tiran Alles and the Inspector General of Police.

During the discussion, the Minister inquired about the reasons behind the TNA's request for Police powers. In response, the TNA MPs highlighted that even in developed countries like England and India, devolution of powers was done in a very excellent manner and explained that such systems being used there could be implemented in Sri Lanka as well.

Minister Alles pointed out that Sri Lanka's political and social culture differs significantly from those countries and expressed the need to find alternative ways to address the issues raised by the TNA without dividing Police powers.

The Minister further questioned the necessity of implementing the 13 Amendment, as requested by the Tamil people and political leaders. 

The MPs informed that they have to come to Colombo from a long distance to implement the decisions taken by the district committees. They also highlighted issues related to the implementation of decisions by some governors.

Furthermore, the TNA MPs stressed the importance of appointing a Provincial Police Commission in addition to the existing National Police Commission. They emphasized the growing concerns about drug trafficking and crime in the northern region, particularly among young individuals.

In response, Minister assured the TNA members that relevant information on these matters would be shared with the special Police Committee tasked with combatting drug and underworld organizations. 

The meeting was also attended by Secretary of the Ministry of Public Security Viani Gunathilaka, SDIG Tennakoon and other senior Police officers. 

M.A. Sumanthiran, Shanakiyan Rasamanickam, Dharmalingam Siddarthan, Charles Nirmalanathan and Selvam Adaikalanathan participated representing the TNA.

Public Security Ministry said that both sides agreed to hold the next discussion in two weeks.(Darshana Sanjeewa Balasuriya)

    Giving police powers to provinces give the people more confidence and security. The public will approach police with confidence and at ease. The public will approach and give needed information to catch the culprits and much more. Police will pay more attention to their own provinces. Bribery, corruption, non interest in solving crimes will disappear.

    Without police powers the provincial council will be useless. Because the national police will not enforce rule of law enforced by the provincial councils in other deliciated areas.

    "political and social culture differs significantly from those countries " in those countries including India, they think of the nation as a whole, whereas in SL we have this partisan view - we are superior to them etc, which had been the downfall of this country. The country can progress only if we think that all are equal.

    SL police is second only to India in getting bribes, even for minor traffic offences. I have seen police officers themselves breaking traffic rules. How are they going to maintain law and order? We are seeing increasing number of thefts, shootings, etc since the economic crisis. People themselves have become unruly and we see many vehicles not stopping at pedestrian crossings when there is a red signal.

    Where was the law and order in 1956, 1977,1983 in Colombo? 99% singhala Army were biased during pogram. Then in North 1961, 1974 during Tamil conference, 1977,1981, 1983 again 99% singhala Army didn't do their job Why ? Because it was unleashed against Tamils. Why the Same Army didn't or couldn't used against Aragalaya by Gota. It would have been coup. History says its better to have Tamil police who speaks and understand people's problem in their respective province (not exclusively ) Otherwise unfortunately we have to declare bankruptcy again . Don't plan long term like 2048 It never worked, never will.

    Go far Community Policing Concept with the New Community Policing Act. In 2003, no one considers this CP plan according to the Road Map of SL Police. The Strategic Implementation Plan of this CP is subjected to introduce Cabinet Paper by 2016. But no one considers this. That is the main issue to the present problem.

    Even with police power 13th amendment will force Tamils in North and East to be subservient to Sri Lanka President under a unitary constitution. So nothing less than Federal State constitution will be sufficient and be the demand. Sri Lanka police in the country is biased against Tamils, especially Tamils complain regularly in roadside protests.
