Colombo, July 7 (Daily Mirror) - The United Nations Resident Coordinator in Sri Lanka has called for renewed investment in the country’s prison system following the deadly violence at the Negombo Prison, while welcoming the appointment of an independent committee to investigate the incident.
In a statement issued on Tuesday, the UN expressed deep sorrow over the violence, which claimed the lives of at least 27 people and left more than 100 others injured.
The UN extended condolences to the families of those who lost their lives and wished a speedy recovery to those injured.
Highlighting the responsibilities of prison officers and the State’s duty towards inmates, the UN said correctional staff perform challenging duties in service of the public, while prisoners remain under the care and protection of the State.
“The inmates who died or were injured were under the care and protection of the State. Those who serve the penitentiary system and those held within it deserve greater protection. Ensuring that protection is a fundamental responsibility of the State,” the statement said.
The UN said the incident highlighted the urgent need for continued reforms and investment in Sri Lanka’s prison system, particularly in addressing longstanding concerns including overcrowding, outdated practices and inadequate detention conditions.
It noted that Sri Lanka’s obligations under international human rights standards provide a framework to strengthen the safety, dignity and wellbeing of persons deprived of their liberty.
The UN also welcomed the government’s decision to appoint an independent committee to examine the circumstances surrounding the incident, expressing hope that its findings would help bring about lasting improvements in prison conditions.
