Such contraband would likely have entered via the port-city. Not all, but most Chinese from the mainland China are known to engage in unlawful activities which cannot be done without the knowledge of the enforcement authorities there.

With the ban on exporting dollars the new currency is drugs and illegal cigs. When the government ends needless control on US dollar going in and out of country, the use of white powder to move money about to and fro will go down. Drug menence can only be slowed by ending the block on US dollar inward and outward movements. Now inwards movement only allowed through authorised money changer, which gives 100 rupee less rate, so many public now work with drug dealers to get better exchange rate for dollars.
