The Auditor General has called for urgent action to recover bonds, fines, overpaid salaries, allowances, and loan balances amounting to over Rs. 1.2 billion from medical officers who had breached their agreements and left government service as of October 31, 2024.
According to the findings of a special audit, there has been a significant increase in the number of doctors quitting government service and vacating their posts, often without settling the required security deposits, fines, or other dues owed to the government.
The audit report noted that while the Establishments Code, along with the Procedural Rules of the Public Service Commission (effective from April 2, 2009, and revised on January 1, 2023), clearly outline how such matters related to overseas travel and resignations should be handled, many health authorities had failed to enforce these regulations properly.
Due to weaknesses in internal controls and poor follow-up, the audit observed that security deposits and fines were not collected on time, leading to delays and increasing the risk of the funds becoming unrecoverable.
As of October 31, 2024, the audit revealed that:
Rs. 1,156,562,119 was outstanding from 705 medical officers who had violated their agreements with the government.
Rs. 119,404,239 was owed by 116 officers who had not submitted their personal files for audit.
Rs. 1,041,215 in excess salaries, allowances, and loan balances remained unpaid by five officers who had left the service without contractual bonds.
The report further noted that responsible officials had not acted efficiently or responsibly to recover these outstanding sums.
It was also revealed that specialist medical officers were often not given appointments relevant to their fields of expertise, personal files were poorly maintained, and no formal system was in place to verify the return of government assets used by officers who had vacated their posts.
Moreover, the audit found that Provincial Council Hospitals and Health Institutions had exceeded their authority by making appointments outside the powers granted to them, which are reserved for the Public Service Commission, the statutory body responsible for appointing medical officers.

Dear President,
Please take legal action against such doctors, and inform control General to arrest them on arrival SL and produce to court. Before that get a court order to ban them travelling her and abroad because they violated the bond with government.

At least in the future get them to provide a mortgage of property as security until they complete their obligations. Alternatively require them to produce guarantors who own property at least ten times the Bond or have both. Then the government has something to fall on to collect the dues

Isn’t it wiser to investigate and understand the root causes of why so many doctors have left the country, and to provide solutions under the new leadership, rather than continuing to blame previous regimes every day, which serves no purpose? It’s been more than a year now with the new government, hasn’t it? :)

I agree, but everyone has to fulfill legally binding obligations, regardless. Such disregard have consequences, no doubt.

ALL PEOPLE LEAVING ON AGREEMENT TO RETURN AND SERVE THE COUNTRY FOR A PERIOD OF TIME, SHOULD HAVE TO PRODUCE A GUARANTOR AND PROVE THEY HAVE THE FUNDS TO BE A GUARANTOR PRIOR TO THE PERSON SIGNING HI Thursday, 30 October 2025 04:33 PM
Who were the heads of these depts during the period/s of these outstanding monies? as they should be help responsible. As we now know the govts during this time have been too busy feathering their nests with the aid of stooges and the heads have warmed their chairs and not done their management of the Depts. What was the Auditor General during these periods doing without detecting the outstanding Rs. 1.2 billion?, guess he was warming his chair too he should be held responsible too. NAME AND SHAME the lot of heads of Depts and Auditor General. So Anura/NPP had to come in to detect and sort the above mismanagement and possible corruption!!. the Govt should arrest and produce all accused for not doing the job they were paid for in front of a Court. GOVT/S and POLITICIANS put their stooges in positions making it easier to feather their nests, they should be hauled to courts too.

It's about time the government get their act together and improve his efficiency. Collect funds from where and from whom they are due, without using the Inland Revenue Department to harass people for political and personal grudges and revenge. It is the tax payer money that is being wasted here. The funds due from these medical officers must be collected with interest calculated as the period they were due but not repaid.
