Overstaying the visa on its own should not be considered a serious crime, we are Sri Lankans and not heartless Westerners. Arrest only those overstaying and engaged in crime or espionage. If someone overstaying and has not committed any crime then gently persuade them to leave the country or to apply for extension to stay.

Are you that naive ? Overstaying itself is a criminal act and they're the one's who will most likely to commit a crime.
