Punishment is a deterrent tool to minimise foolishness, ignorance and crimes. Sri Lanka lacks deterrent tools to guide the people, but Singapore has plenty of deterrent laws, including death penalty for drugs trafficking. No wonder why Singapore is continuing to move forward.
