The three member panel appointed by UN Secretary General Ban ki-moon to advise him on Sri Lanka is not authorized by any decision making body of the UN, Sri Lanka’s Permanent Representative to the UN in New York Dr. Palitha Kohona said.

In an emailed response to a question posed by Daily Mirror online Dr. Kohona said that the move by the UN Chief to appoint the panel sets precedent as it is not authorized. He also noted that a similar move on Sri Lanka was resoundingly rejected by the UN Human Rights Council last year.

UN Secretary-General Ban ki-moon had earlier reiterated that the three member panel appointed by him on Sri Lanka has been set up to advise him with regard to taking forward the objectives of the Joint Statement of 23 May 2009 between Sri Lanka and the UN and is not an investigative body.

The Secretary-General had said the strong reaction to his establishment of the panel of experts on accountability in Sri Lanka is not warranted. (Daily Mirror online)

Dear Dr., don't try to put forward silly arguments - face the challenge head-on and clear the government (if it has done nothing wrong)!

Dr. K should be saying this to the UN and get moon to stop this 'unauthorized' panel without only talking.

According Art. 100(2) of the UN Charter, each member of the UN undertakes to respect the exclusive international character of the Secretary-General and his staff, and not to seek to influence them in the discharge of their responsibilities.

We understand that According to article 100 of the UN charter there is provision for the SG to appoint advisory panels . So what I cannot understand is why these so called experienced people say SG has to get approval from the Security council or general body????

New details are emerging that as many as seventy thousands civilans could have periished during the war in Vanni. If this figure is true, it will be total disgrace for Sri Lanka. If it is not true and there are zero civilan casualities, then we don't need to fear. Let them go a head and appoint a commities. why do we panic. What puzzles many is that the difference between zero and seventy thousands is really huge. It is always difficult to hide a full pumpkin on a plate of rice.

What is the status of the UN panel to probe Israel including Kohana?

Poor Show!! all this foot dragging is taking out any credibility on the state without even a fair trial!!! , this needs to be handled in a more aggressive and diplomatic manner than uncivilised protests and such statements.. which puts the truth beyond doubt .....

Gayan Samarasekara Wednesday, 14 July 2010 10:12 AM

If the panel was appointed against US government, the US people will be extremely arrogant. I have a doubt on country's dignity, if this is allowed to process. Also I have to accept any internal observation will not be transparent. But, whatever the findings received, the history is history. Let it be there.

Because Moon alone is not UN....

It has the authority from the Security Council. Sri Lanka is the ex-officio Chairman of the UN committee on Israeli practices in the occupied territories and it was established almost 40 years ago.Permanent Representatives of Sri Lanka automatically become the Chair of the Committee as for the other two permanent representatives from Malaysia and Senegal.

You cannot comment on behalf of the american public. The reason Bush got kicked out was because of his atrocities in ME. Obama has won unanimoulsy to correct these issues, if not he also goes the same way.
