President Mahinda Rajapaksa has reiterated that only the Parliamentary Select Committee (PSC) can propose any changes to Sri Lanka’s Constitution, Minister Anura Priyadharsana Yapa said today.

PSC was established under the 18th Amendment. So there was no chance of consulting it at that time !!!

It is not a judgement, it is a proposal. This means that only PSC can propose changes. The Parliament will approve with a 2/3 majority vote.
Without 2/3 majority no changes could be done to the Constitution.
I think the Government is considering to bring a brand new Constitution.
