Politicians must be free of thuggery so they are not pray to thugs themselves. Its a symbiotic relationship. Why cant the powerful depend on the law of the nation, which we all have to depend on. The reason I suppose is that the politicians DO NOT TRUST the legal institutions and the arm of the law as they have diluted the strength of the Legal system for their own gain.
