A Chinese woman who pleaded guilty to loitering on a street in Kollupitiya at night without giving a reasonable answer to police was ordered to pay a fine of Rs.10 by a Colombo Court today.

The Chinese woman was arrested by Kollupitiya police while she was wandering near Sea Avenue in Kollupitiya at night. The Kollupitiya police charged that the accused had been loitering on the street to be solicited. Police further stated in Court that when she was arrested she was unable to give a reasonable answer to the charge of loitering on a street at night. Police charged that the accused had committed a punishable offence which came under section 3(B) of the Vagrancy Ordinance. After taking into consideration the provisions of the act, Magistrate Kanishka Wijeratne ordered her to pay a fine of Rs.10.

In March, this year, another Chinese woman was fined Rs. 10 for the same offence.

The neighbours around the area may have reported that prostitutes are loitering in the vicinity. Rs 10/- is not the fact here, but to stop illegal activities.

What's wrong in loitering the Streets of Colpity; looking for friends (both Chinese or Lankan) and for some fun.
    Perhaps; they couldn't explain themselves
to the policemen in English or Sinhala. It's Not a crime. Not fair.

Lot of drug trafficking, illegal acts and crimes are happeining at night on the roads in Colombo but our brave and talented police find only chinese ladies loitering. Knowing that court fine only Rs10 how much effort and money they waste for this. These guys have a cheap satisfaction with all these.

    B.Fernando Wednesday, 18 April 2012 05:20 PM

Joke of the day! This is corrupt lawless Banana Republic.

Kleo Dr. Wednesday, 18 April 2012 04:30 PM

Certainly even in the last month also a verdict had been given to another woman as the same way.
The reason could be the very old law written on the books and which the Judges also have no rights to amend though it seems so odd.
This is really waste of time, money and efforts of the people who have involved from the time arrest to the time of acquittal.
It's in vain of TAX PAYERS AND THE HARD EARNED MONEY OF EXPATRIATES.

    joker Wednesday, 18 April 2012 04:44 PM

good things no cheap, cheap things no good!!!!!!!!!!!!!!!!!!

    R.Dias Wednesday, 18 April 2012 04:41 PM

Rs 10.00 fine for loitering in the wee hours reflects very badly on the state of affairs of the STATE.....it is a bloody disgrace they must increase it to Rs 1,000 - 2,000

    Democrat Wednesday, 18 April 2012 01:09 PM
