Two special teams assigned to investigate into collapse of concrete beam: RDA

Colombo, May 7 (Daily Mirror) - The Road Development Authority (RDA) has assigned two special teams to carry out a comprehensive investigation into the collapse of a concrete beam in the first section of the Central Expressway project, the RDA Director General said.

He said that through these inspections, these officials will quickly check the current condition of all the concrete beams constructed along the Central Expressway Project Part I and apply the necessary remedies.

"This will ensure that the expressway is built to the required standards and conditions and that full supervision and follow-up are carried out on a regular basis to maintain it safely. Since this section of the highway is currently under construction, the road construction contractor has to bear the financial loss incurred for this purpose," the Director General said.

The Kadawata-Mirigama section of the Central Expressway Project is 18+100 kms long, and the concrete beam that collapsed on May 4 in the section is 30 metres long and weighs more than 80 tons. 
In November 2021, this concrete beam was placed on the concrete piers at this site. Two and a half years have passed, but the remaining work at this site could not be completed.

"When placing concrete beams on concrete pillars, rubber bearing pads are placed on the concrete beams to protect them. It is observed that the beam has fallen off the rubber bearing pad and collapsed. Apart from this, two other beams have also been damaged due to this," he said.

    Luckily there were no people around that place that time . Not only we need to have inspection but also make official enquiries about the quality of all work ; what wnet wrong ? Did they do it with enough materials and quality materials..a chief or executive engineer must be taken into account? Support if there are some casualties who should he blamed?? NPP should use this opportunity to bring out the truth about this incident? NPP will deal with all crooks in construction? All commission will come out?

    What are the necessary remedies that could be adopted to concrete beams that are already very weak due to shoddy construction? It is true that these beams are supported on rubber pads that have been placed on transverse beams supported on columns. Even if the rubber pads have given way, the collapses beam would have rested safely on the transverse beam, or is the RDA stupid enough to support these beams weighing 80 tons on rubber pads? How does the RDA ensure that the expressway is constructed to required standards, when the beams are already collapsing even before live loads have been applied? No amount of investigations can hide the fact that this beam has collapsed due to some shoddy construction somewhere in the process and there are other beams like the one that collapsed.

    The first comment by sachith states the extreme heat is the fundamental cause. I suppose he means that on completion when temperatures rise to a particular level, the express way would be closed for traffic until the team comedown. LOL.

    I think Rubber pads refering to the strip that precast are rested on. looking at the picture, it looks like beam was given away at midspan. I think either its lack of tie beam at midspan over the span of 30 metres or not enough rebar to take the bending.

    Sub standard work of the contractors who got to give something to politicians might have used inferior materials or a wrong mix of the cement to save a buck. So we pay the price at the end, the cost of the highway where something was given to politicians and now the repair bill

    The collapse is due to poor design and substandard construction.Tjis has to be investigated by indipendand structural Engineers. There will be political interference to cover up the contractor and the designer.
