Failure in delivering funds

The District Secretaries and Divisional Secretaries in certain provinces have failed to delivered funds for the reconstruction of houses damaged in the two bouts of floods that hit the country early this year though the government has made necessary allocations, it was revealed in Parliament today.

During the first wave of floods, 42,705 families were affected, and during the second wave 294,596 families were affected.  The first wave completely damaged 315 houses while 4,408 were partly damaged. While 4,726 houses were completely damaged in the second wave and 23, 602 were partly damaged.

UNP MP Dayasiri Jayasekara raised the issue in this regard, and said that the district and divisional secretaries had failed to deliver money to the affected families to rebuild their houses.

“I thank the Ministry for the allocations made. Yet, the benefits have not trickled down to the needy people.  Funds have got stuck somewhere in the process.   Action has to be taken against this bureaucratic red tape,” he said.

The Minister of Disaster Management Mahinda Amaraweera admitted that there is a problem in the case.

“We have allocated money for the rebuilding and rehabilitation of the affected areas,” he said. (Kelum Bandara and Yohan Perera)
