IT IS TIME FOR A NEW INDO – LANKA AGREEMENT

We in Sri Lanka are shocked and disappointed at the recent statement of Sonia Gandhi -  (Congress President  Gandhi recently denounced Sri Lanka for the “unspeakable atrocities” on Tamils). We have respect for her particularly for the manner in which she stepped aside and brought in Manmohan as PM after the last elections, but she has recently made certain statements on the situation in Lanka which disappointed us; what she  knows about our problem may not be worth knowing but let her be informed that it was her mother-in- law Indira Gandhi who wreaked havoc in our country by transforming a low intensity  ethnic conflict into a terrorist war by arming and training Tamil militants. If she wishes to know more about it she should at least read the copy of India Today of February 1984, or ask Shekar Gupta or many others who were around in Delhi at the time.

Let her be also informed that her late husband, whom I had the privilege of meeting many times when he was out of office and VP Singh who took over as Prime Minister, would never have made the statement she made. It was indeed a pity that he let himself be tricked by LTTE operatives who called on him in Delhi and made him believe that no harm would come to him if he campaigned in Tamil Nadu – and we know what the LTTE did --- incidentally did either Karnanidhi or Jayalalithaa openly condemn the LTTE for their dastardly act which changed the history of India and most definitely of the sub-continent; Mani Shankar Iyar who was closely associated with Rajiv at the time would bear me out.

 It was July 1987 and twenty five years have passed since we were bullied into entering into that Indo-Lanka Agreement. President J. R. Jayewardene was left with no option as India, after having violated our territorial integrity by flying into Sri Lanka and indulging in that infamous food drop, threatened to invade our country unless we agreed to call off the Vadamarachchi operation when we were on the verge of finishing off the LTTE. India of course paid a heavy price for having intervened with over one thousand two hundred Indian Javans dead and a few thousands more maimed by the LTTE.

 The so called ‘Agreement’ which was between two unequal parties was entirely political and was intended to bring Sri Lanka into India’s defence orbit and transform us into a Bhutan. As stated earlier it was forced upon Sri Lanka by India, this was later confirmed by the then High Commissioner Dixit, who thought of himself as the Indian Viceroy in Sri Lanka. The Agreement, it was claimed by India, was to establish peace and normalcy in our country. With this Agreement India committed itself to resolving the ethnic issue and to end the insurgency. In retrospect what we see is that it added a new dimension to the conflict and also changed the nature of our relations with India which was seeking to have herself recognised as the regional power in the sub-continent. The agreement created a new situation on the ground namely that the northern and the eastern provinces of Sri Lanka came to be referred as the ‘traditional homeland’ of the Tamil people, though the history and the demography of the country was evidence to the contrary; fortunately the Supreme Court de-linked the two provinces.

Tamil was also made an official language of Sri Lanka, which was of course long overdue; cheap misguided so-called nationalism prevented it; there were a few good aspects to the Indo-Lanka Agreement but the ‘letters exchanged’ circumscribed our sovereignty. The conditions imposed on us by the letters exchanged between the President and the Prime Minister were, and is even now unacceptable to the people of our country, they were an imposition and we need to get back our country’s dignity. India had, and has legitimate security concerns but this was not the manner in which they should have been addressed. We need to be concerned and mindful of India’s security and strategic interests as much as we need to be watchful and concerned about India’s motivations and intentions towards this country. India must make a solemn declaration and give us cast iron guarantees that there would be no interference directly or indirectly in our internal affairs in any form or manner, this must be sacrosanct.

India must take responsibility for actions by India’s citizens in Tamil Nadu for actions that undermine our security and stability; though India declared the LTTE a terrorist organisation in 1992 the LTTE continues to function at a political level in various disguises; we should not be made a pawn in their internal political games. We should not be compelled to look elsewhere for our country’s security. Our relations must be balanced and constructive on both sides.  Both our countries need to work much harder at improving relations --- India in particular should implement the Gujral doctrine to make a reality of our close relations, to make up for the damage done by the Indira doctrine!

 Recent actions by the Tamil Nadu government and Delhi caving in, certainly does not make for better relations. There is no doubt that Delhi played cheap politics –taking us for granted. I dare to say this is not in the interest of India or our relations with a country with which we have a blood relationship.

Yes the attitude of Delhi was wrong and counterproductive – they should send a few more delegations to see for themselves what has been done after the war was over and give strength to the government to go the rest of the distance and empower the Tamil people in the north in a meaningful manner and also to ensure that our minorities also have a say at the Center---- an AIDMK imbecile/moron even accused us on NDTV of committing genocide, their intention is not to help our Tamil brethren but to score cheap political points at the expense of our relations with India. India in any case gained nothing by seeking to censure us at the UNHCR --- it is incumbent on India to come on board and play a more positive role and enhance her worth in our country.

    anybody in his right mind would agree with Sonia Gandhi on her views on the anguish of the Sl Tamils
