500 workforce instead of 4,200 at CPC, CPSTL, CEB can do the job efficiently: Minister

A good 500 workforce instead of the 4,200 could do the job efficiently at Ceylon Petroleum Coporation (CPC), Ceylon Petroleum Storage Terminals Limited (CPSTL) and half of the 26,000 workforce at the Ceylon Electricity Board (CEB), power and energy minister Kanchana Wijesekera said.

He said all state-owned enterprises (SOEs) need to be restructured. "There are capable and efficient workers at CEB, CPC and CPSTL. The majority are inefficient and incompetent," the Minister said.

Meanwhile, the political decisions, political appointments, maladministration and incompetence have led to the downfall of these entities, he said.

"I don’t think the majority of the public workforce will survive in the private sector or be recruited at all. Performance based remuneration is a must," Minister Wijesekera said. (Chaturanga Samarawickrama)

    No one dares to talk about the cost for our 330,000 personnel army ( UK has 4 times population of Lanka and only 90000 army ) that is funded by up to 40% of budget that we need for subjugating our citizens

    I stand by you Mr. Wijesekera, political appointments are the most damaging, as a reward for doing election campaign for the politician he or she get a job, without qualifications,when government changes these people will be replaced by some other then they call it political vendetta and ask for compensation, give excess staff a Golden handshake that’s it.

    What the Minister states is these institutions are heavily overstaffed. Don't recruit any for the next 5 years and also offer a hand shake nominal amount to those who wish to leave. Say one month salary to every year of service.

    Finally, a brilliant long overdue statement by a sensible Minister! I must say I am not a fan of corrupt useless politicians and public servants. But can I say I whole heartedly agree with this Minister. If all SL politicians think and act like this, the country can be saved in no time. I hope Ministers like these survive to see it through. All SLankans finally want is good sensible politicians irrespective of their party. We should wish him all the best.

    Get the present workforce to provide weekly work sheets highlighting the details of the work they did for the week. This way Minister can identify those who do not work and send them home

    3700 unwanted/dispensable employees??!! ‘Nominal’ rate of Rs 37,500 per month average pay and emoluments, over a period of 5 years – the term of government it amounts, staggering Rs. 8,325,000,000.00??? 8.325 TRILLION RUPEES equivalent at today's exchange rate USD 22.2 Million, which is being wasted and people are starving or living with 1 meal instead of 3 a day??!     This a ploy to privatise these institutions. As instructed by the IMF. Most of the profits will go into the hands of international conglomerates. What about the excess of parliamentarians? More money will be saved if we got rid of them and the savings staying the country.

    Better rather than complain is to cause competition for all services of CPC and CEB. Maybe break into several state business each initially providing retail service for same amount of population in region. But that is only for beginning, and seperation of initial responsiblity and maybe keep the borders for 2 years. After 2 years no constraint. Then 3 or 4 years on natural selection will come in and they vying against each other, and inefficient will go out of the market. The terminal services right can be also given new competition to start new terminal services. In time it will sort out. Minister wants solutions now, but always can't even get fuel in on time. Makes claim it will be available, next day, or payment could not be done.

    The main reason was inefficiency of the government workforce. Restructuting will help to drive to improve the efficiency.

    Not only in CPC or CEB, look at the projects implemented by Govt. you will see more no of staffs monitoring the progress than the no of workmen. So much consultants, advisors etc. Govt money is getting wasted like this. But Minister, you will have all the powers to curb those, will you?
