Other way round! The high users pay for the less unit users. It's the same for everything. High income earners are taxed and not the lesser earners, mass market fuels are covered by premium fuels. It is this twist that has ruined Sri Lanka.

It is the same in every developed country, where there is progressive taxes, and progressive consumption costs whether electricity or waster. Do not try talk points to drive our country back into the dark ages like SJB.
