Study all kinds of adverse incidents that had happened at schools worldwide as those could happen here too. Also appoint those who understand tge difference between threat, vulnerability , risk and consequences. If you mix these up, the risk litigation program could focus on unnecessary actions. Once the mitigation action is implemented, assess tge relevance of risks on a continuous basis. Good luck with the good programme.
