Discarded ballot papers: Court wraps up



Puttalam District Judge Ranga Dissanayake upheld the CID’s investigation report on   marked ballot papers and ordered the CID to hand over the stock of ballot papers to the Asst. Commissioner of Elections, Puttalam today.

When the case came up for hearing, the CID told court that it did not find any evidence of irregularity or malpractice in the incident.

The CID told court that it was a case of negligence on the part of officials of the counting centre who had haphazardly left the ballot papers in a school hall.  

The CID officers also informed court that they did not expect to proceed with the case.  
The stock of ballot marked ballot were papers found in a hall of St. Andrew’s college, Puttlam on September 24, three days after the Provincial Council Elections the North-western Province.

This led to protest by several candidates who demanded a re-count. Commissioner General of Elections who met the candidates concerned handed over the stock of ballot papers in a sealed ballot box to police for investigation.
 
When it was produced in court the District Judge ordered the Police and the Commissioner General of Elections to investigate the incident and to submit a report on October 09, 2013.

Inspector General of Police handed over investigations to the CID that counted the ballot papers before the District Judge on October 04, 2013.

SI Ranaweera of the CID submitted the investigation report yesterday.

Attorney at Law J.J. Yogarajah who watched the interests of the aggrieved party told court that it was a matter of serious concern to find the marked ballot papers discarded in this manner after an election. (Jude Samantha and Hiran Priyankara)
