I cannot understand the hurry for a hangman when there's no hanging in Sri Lanka. First bring in the legislation that would take time and then make arrangements to recruit a hangman. Otherwise we would be paying for a hangman with public funds to twiddle his thumb or to work at one of the official's quarters.
