Points out that Ports and Aviation Levy currently charged on fuel will be waived when the 18 percent VAT comes into effect
By Yohan Perera
The Valued Added Tax ( VAT) is not a monster as portrayed by many, specially when it comes to the proposed application of the increased VAT rate on fuel, an Opposition MP said yesterday.
Samagi Jana Balawegaya (SJB) MP Harsha de Silva told a press briefing that Ports and Aviation Levy (PAL) which is currently charged on fuel will be waived when the 18 percent VAT comes into effect.
“Some talk with ignorance, while there may be others who falsely claim that fuel prices will go skyrocketing when 18 percent VAT comes in,” the MP said.
Meanwhile, Dr. de Silva who is also the Chairman of Public Finance Committee in parliament said the government should follow Singapore and focus on increasing dividends from State-owned enterprises (SOEs) as a means of maximising revenue.
“The Singaporean government only owns a certain stake of the country ‘s port. Sri Lanka also should follow this pattern in a bid to enhance dividends from State-owned enterprises as means of revenue generation,” he stressed.
Also, he said Sri Lanka has only completed three quarters of the debt restructuring process.”Sri Lanka has managed to strike an agreement with the Paris Club, Exim Bank of China, India and Japan. However, it is yet to reach a deal with commercial creditors. Therefore the country is yet to achieve full financial stability,” he added.

Yes he is not street smart like our Uni students who are always on the streets. Good education is from a good Uni like Harvard or Oxford - not our Unis where we are about the 500th in worldwide ratings. There they impart education, we nurture thugs here.

So if I am a Sri Lankan who did not want to go into a state university where degrees take more than the stipulated time due to political interference and politicised student unions, I am not smart enough? I think anyone who decides to go to a private or foreign university instead of Govt. university are smarter than most in the current state of affairs.

You probably mean he was smart enough to study NOT at a miserable Sri Lankan state university but at 3 US universities. Dr Harsha de Silva is probably the best economist Sri Lanka has.

Agree with singapore model. Government should hand over management completely and just keep certain percentage of shares from all possible government institutions.

I have a question. PAL is charged on CIF value at 7.5 percent. If the VAT is applicable to CIF value or total cost with dealer margin? Even if it is for the CIF value, there is 10.5 percent increase and if it is for total cost then it will be more than that.

Dear Doctor in Economics, since independence this country had been a developing country and after sliding into bankruptcy last year according to economic theory it is no more in a developing status but a least developed country and the IMF loan is not a saviour but a burden on the people as there are many strings attached to it piling up the debt which anyway we have to pay with interest and the VAT rate is only one of the conditions imposed on the country and please attack the person who created this mess without trying to shield the current ruler for your future benefit.

Good to see Ranil having someone who thinks along his lines in the opposition. Sajith is a total idiot to say he will renegotiate with the IMF (Mr IMF to him) hahaha.

Why can't Harsha be more clear in this when saying that PORTS AND AVIATION LEVY will be removed. What is the percentage ? Is it higher than the 18% VAT. Looks like he is speaking for Ranil.

Well said that "Its up to the finance or petroleum minster to clarify this, or are they also not aware of this matter?". Harsha must be eying for ministerial portfolio in the next elections and he wants to please the president. Ravi Karunanayake already commenced his election campaign in Colombo by giving away books and lunch packets. They are all Ranil's Golayas getting ready for big heist as they want their personal wallets to swell.

It seems to me that most of commentors are either not aware of SL universities, like Colombo, Pera and J'pura, which are among ranked universities in the world, or they are arrogant since did not get opportunities to join SL universities. MP De Silva has earned his PhD from one of the top 500 universities. But if you check the profile of dons in SL unis you see there are many who earned their doctorates from top 100 or 200 universities, including Oxford, Cambridge and more, but not paying tax-payers money but upon scholarships.
