Is there any sign displayed not to climb up. I don't know the surrounding. But this photo shows just like steps. People who do not know about its archaeological value will climb up for photos.

Could someone clarify to me what the offence is,1. standing on a mound of bricks in the jungle or,2. taking a photograph while standing so,3. whether there was a notice board or an employee to advise the visitors that getting on the mound was prohibited or 4. was it the religious/ethnic identity of the two youngsters coupled with the act that made it an offence?
