Cabinet approves new methodology for issuing inter-provincial passenger transport permits



Colombo, April 22 (Daily Mirror) - The Cabinet Ministers has approved a new methodology for the issuance of inter-provincial passenger transport permits, aimed at restructuring and streamlining the country’s public transport permit system.

Approval was initially granted at the Cabinet meeting held on December 11, 2023, to introduce a revised framework for issuing inter-provincial passenger transport permits. Following a detailed review process and in line with the provisions outlined in the National Transport Commission (Amendment) Act, No. 8 of 2025, the National Transport Commission has formulated a revised methodology.

The new system has been designed to balance the interests of existing bus operators already engaged in the passenger transport sector while also creating opportunities for new investors to enter the industry. Authorities say the reform is intended to improve competition and ensure the public’s right to access efficient and quality transport services.

Accordingly, the Cabinet approved a proposal submitted by the Acting Minister of Transport, Highways and Urban Development to implement the new methodology for the issuance of inter-provincial passenger transport permits.
