When there is a change in political leadership, the staff are in a dilemma. Do they follow the old boss loyally or do they glorify the new leader? Some men are still not ready to make up their mind. So some institutions bring their own henchmen when they move in. It saves a lot of mess!

These projects should get publicity as these are the main areas of corruption so people should know where the money goes. At least 70% of the project expenditure is going to the relevant politicians and the officers involved. Contractors close to politicians also benefit heavily
