Adherence to proper work ethics can eliminate blame game

Integrated governance can boost Sri Lanka’s development

Building trust among people through public administration is the key to promote harmony among the communities, said Associate Professor of Monash University Ramanie Samaratunga.

Explaining the main challenges in terms of public administration in the North and East Professor Samaratunga said integrated governance was essential for Sri Lanka in the path towards sustainable development especially in the war affected areas.

She made these remarks addressing the media conference which was held to announce the hosting of the ninth international conference the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG) by Sri Lanka Institute of Development Administration (SLIDA). The conference which is to be held from December 11-14 at Taj Samudra is supported by the Management Faculty of Monash University, Australia.

“Sri Lanka has achieved significant development in terms of infrastructure after the conflict period. Conferences like NAPSIPAG allow Sri Lanka to showcase this to the world and Sri Lanka also stand out in terms of gender based roles because the women’s position in the public sector has significantly increased in Sri Lankan compared to the other countries” she pointed out.

Samaratunga further explaining how integrated governance can assist Sri Lanka’s development added that the public sector, private sector and the civil society should collaborate to develop mutual respect and harmony among the different communities.

“The best way to do is through public administration but the other two groups have to corporate for this method to be effective. Also work ethics have to be changed in a manner where the blame game played by officials have to be reduced and each employee should be able to take responsibility and has to be accountable for their actions” she said.

Meanwhile Director of SLIDA B. Wijerathne said the malpractices in certain sections in the public sector can be eliminated if capacity of the individual, organisation and country is enhanced systematically.

He said while the public sector is not free of malpractices, reforms would take time and it has to begin at the individual level.

Mr. Wijerathne also noted that Sri Lanka compared to other South Asian countries is ahead in people oriented services such as education and health.
