Good move compared to the animal prison in Dehiwala. But those tortoise though!

I heard conditions at Dehiwala zoo is disgusting, yet they open a new one. To start with, Gov should ban all elephant ridding and dancing schemes to begin with and get the Dehiwala zoo at least up to to Singapore Zoo level.
