Can the police settle these cases "amicably" ? one has attempted to rob a person and the other party used a firearm to threaten.Can somebody explain the legal aspects?

Apparently Mr Manamendra did NOT do any sort of weapon power misused in this scenario.
Actually he tried to save his life from a robber how tried to rob him.
