Mandatory quarantine period in Sri Lanka is one month - two weeks at hotel or Govt facility and another two weeks at home. This won't be in effect unless the Govt changes quarantine period.

Why do you need to open the public arrival area for non-passengers? As all incoming passengers are required to go for quarantine they should not be able to get close to persons in waiting in the arrival concourse.
