thats a common phenomena in most of the countries...
after all, its still better seeing some public work happening even with somebody pocketing something out of it(its bad and I accept it)...
but thats the sad truth we have to understand and live with it..
some time back, we had no work happening but all the money went to the pockets of politicians...irrespective of the party...
