Harsha says next budget will have marked difference

The upcoming budget under the national government would have a marked difference to the previous budgets, according to Dr. Harsha de Silva, who described himself as the “point man of the Sri Lankan economy”.

“The next budget will see a marked difference... or we all might as well migrate,” Policy Planning and Economic Affairs Deputy Minister Dr. de Silva said.
He said that education will be the foremost focus of the new regime.

“Where did the government spend money? Eighty percent of the capital expenditure was in roads, ports and airports. They are nice roads but useless resources. Our priority is education, from kindergarten to tertiary,” he said.

He added that the 6 percent budgetary allocation to education will be achieved, no matter how long it takes.

Dr. de Silva further said that the responsibility of human resource competitiveness lies with the government and not private institutes. 

He was especially critical of the inactiveness of the previous government and education minister in this regard.

“What did the previous education minister do? People have no opportunities. There are 600,000 three-wheel drivers.

They ask me ‘did we complete 13 years of school to become three-wheel drivers? The only other choice is to become a drug dealer.”

Dr. de Silva said that the new regime must be given a chance to ready the country for the future by giving a mandate for the next five years.
