SC blunders in delivering 'Divi Neguma’ communiqué

The determination of the Supreme Court on the ‘Divi Neguma’ has not been properly communicated, Speaker Chamal Rajapaksa announced a short while ago.

He said that the determination should have been submitted formally to the Speaker direct and not to the General Secretary of Parliament.

    Dear speaker, do you want yourselves to open the door and sign the delivery note of the delivery messenger? Doesn’t it degrade your status. Just leave the document handling to the SCG of Parliament and do some worthwhile things to the country pls.

    We know that now you will hear lot of allications against these judges and finally Gamunu or son will make these judges bang their heads on a wall and drop their colaks yet they will say it is a self hurting... then say that at the time of attack they were giving advise to a buinessman so they will be expel....

    Who is the Secretary General? Secretary General is the Administrative Head of the Political Speaker. When the Speaker is the Political Head of the Parliament, the Secretary General is the Administrative Head of the Parliament. The SG functions under the Speaker and the Speaker is his Boss. SG implements the decisions taken by his Boss, who is the Head of the Institution called Parliament. Whatever is sent to him is, in effect, sent to the Speaker. The Constitution recognises the SG as the Speaker's Agent. Therefore, there is no violation of the Constitution if a document is sent to SG to be submitted to the Speaker. This is just to find fault with the Judiciary, because they want to fault it!

    Public came to know of the Supreme Court decision because it was sent to DG of parliament. If it was sent to the Speaker it wouldn,t have seen the light of the day because the SC decision was against the Devi Naguma Bill.

    The Speaker and the Secretary General of Parliament are on the same floor of the Parliament building. May be the messenger would have thought the Secretary General would pass on the message to the Speaker.
