NPP has plans to raise state revenue by increasing IRD efficiency and discussions held with them: AKD

Ratnapura, March 3 (Daily Mirror)- Claiming that they have plans to raise state revenue, NPP leader Anura Kumara Dissanayake said today they had discussions with the Inland Revenue Department on ways to increase state reveue.

Speaking at the Ratnapura District Women's Convention, he said that state revenue could be increased through the Customs Department and Excise Department as well.

He said the revenue generated through the Inland Revenue Department could be doubled if the efficiency of the IRD staff was increased and the technology was advanced.

"We can find money. We have discussed with the Inland Revenue Department.There are some changes to be made in the laws, staff and technology used in the department. If the efficiency of the staff is increased, we can double the revenue generated through the IRD. Revenue generated from the Customs and Excise Departments can also be increased. The Excise Department has some Rs. 90 billion outstanding from the liquor manufacturers," he said.

Dissanayake said an NPP government will ensure the basic needs of the people including food, education and health needs once they take over power.
     
He said they have formulated long term plans to revive the economy based on Gem resources, tea industry, tourism and industries based on agriculture.

    Don't forget that corruption, and state sectors are swindling all the revenue that is collected. Also you need to bring back the stolen wealth of country and stop all the unnecessary perks enjoyed by the political class.

    Efficiency of the IRD staff is not warranted.Now with the AI, the entire IRD system could be digitalized like western and middle eastern countries.From Business registration to Tax clearance certificate.This brings efficiency,no corruption,no fraud,no tax exemption, no tax defaulters,automatic penalty 5% every month if not paid in time etc. The new government should concentrate on this aspect without relying of staff and individuals

It means that we need to enrich our young generations with skills and apprenticeship in different industries and fields . Please try to train all school drops outs in many areas . ...instead of sending our house maids please send some technical or professionals abroad. Yes we need to build our agriculture; and other areas of local industry but we should target skilled migration as a number revenue generating avenue

    Well said ! Digitize the Customs, IRD and Excise Dept and the revenue will increase by 300 % since all of these are heavily corrupted... Also please fix cameras to ALL operations within Customs / IRD and this is the only way to nab the corrupted officials..

    With whatever efficiency the revenue will not come from the sky. It has to be obtained from the general public. So especially the people who currently avoiding the tax get ready to pay tax under NPP. But nothing mentioned the current high tax rates.

    First and foremost stop the bribery, accumulation of wealth by all levels of politicians,commission,waste of resources, overstaffed state sector and loss making government departments, investigate large scale corrupt earnings of politicians including IRD ,customs and excise department officials and others.     He is right. We do not need to increase taxes. If the corruption in the customs and IRD is stopped state revenue can be doubled. These liquor companies claim the taxes from the masses but do not pay the GOSL because of corrupt officials in Customs, IRD, Excise. Also included are the corrupt ministers.     A Good start, target the IRD and monitor their work to ensure they assess the earnings of Doctors, Lawyers, Accountants, Tuition masters, Real Estate purchasers, Developers, Technical and small businessman. They must all have business registration to engage in providing services.

    Hey AKD, taxing people is not the only way of increasing revenue. What the current govt has done to the private sector employees is unethical and they receive no benefits from the govt. Now they pay double and tribble tax due to stealing of high amount in the name of APIT at the beginning. On the top, all other taxes applicable like others for remaining money. Afterall it is our hard-earned monthly wage and we do not do business to be eligible for high tax.

    If and when they come to power and the present ruler has already facilitated the NPP by initiating opening tax files of all the citizens above 18 and making them tax payers irrespective of their earnings whether casual labor or a doctor would make it easy to generate state revenue and people do not survive only on food, education and health needs like China did and would they liberalize the gem trade especially issuing of licenses for mining and the answer is NO!
