Road closures for VVIPs

Many Colombo 5, 7, Narahenpita and Rajagiriya main roads were totally closed (all 4 up and down lanes) for the VIP visit for 2 days at certain times for the VIP motorcade to move freely, without people or stray dogs jumping across.  
People were stuck at roadblocks for more than one or two hours. Little kids were stuck in day care centers for 1 or 2 hours as parents could not come in time to collect them.
Many patients missed their Colombo 5 hospital appointments. So far, no deaths due to heart attack victims stuck at roadblocks are known.
Total closure of all 4 lanes up and down was in force this time, hence total traffic blocks were caused.
The best road closure system is to close 2 left lanes completely and keep reserved for VIPs to use when they are ready to move after their hotel activities are over.
The other 2 right lanes are to be left for public use, one lane up and one lane down. This way, vehicles will move slowly but surely, with no complete stoppage or blockage. It will clear traffic slowly but steadily, like the way a tortoise won the race.
The only added requirement is traffic police with walkie-talkies at intersections and traffic lights to direct turning vehicles from main roads, depending on VIP motorcade movement.
This system will not make people stuck for hours, wasting valuable time. Helicopter travel for VIPs from Colombo to other places is also good but costly.
