Why this step-motherly treatment?

Despite the Government yesterday announced that no vehicles would be allowed on the roads or for shopping purposes when travel restrictions are relaxed temporarily today, people were seen still travelling in their vehicles to buy the essentials, to avail services and to fulfil other purposes.
