Every organisation audits its finances. Operational risks are regularly reviewed and compliance mechanisms are closely monitored. Yet, one of the most critical drivers of long-term organisational performance often remains unevaluated — the effectiveness of human resource development (HRD) systems.
In boardrooms around the world, leaders frequently state that “people are our greatest asset”. However, very few organisations systematically examine whether their HR systems are truly developing that asset effectively.
Without structured evaluation, even well-designed HR initiatives can gradually drift away from business strategy. Training investments may fail to deliver measurable results, performance management systems may lose strategic focus and leadership pipelines may weaken over time. When this happens, HR functions risk becoming reactive rather than strategic.
This is where the concept of HRD audit becomes increasingly important.
An HRD audit is a structured and scientific evaluation of an organisation’s HR development systems, competencies, culture and their impact on business outcomes. Unlike traditional HR reviews that focus mainly on policies or compliance, HRD audits examine whether HR strategies are aligned with organisational goals and whether HR initiatives contribute to measurable business performance.
Globally, progressive organisations are adopting HRD audits as an important governance mechanism. By systematically evaluating HR systems, organisations can strengthen leadership development, enhance HR effectiveness and ensure that people strategies support long-term business growth.
Recognising the growing importance of this capability, the Chartered Institute of Personnel Management (CIPM) Sri Lanka, in collaboration with T. V. Rao Learning Systems (TVRLS), India, offers the Certified HRD Auditor Programme to develop professional expertise in HRD auditing.
The programme is designed as a five-day professional learning journey where participants gain both knowledge and practical skills required to conduct structured HRD audits. It concludes with applied audit presentations where the participants present HR subsystem evaluations, HRD climate insights, competency assessments, HRD scorecard results and strategic recommendations.
For HR professionals, becoming a Certified HRD Auditor represents more than a qualification. It signals strategic HR capability, governance awareness and the ability to evaluate how human capital contributes to business success.
As organisations increasingly recognise that human capital systems must be evaluated with the same rigor as financial systems, HRD auditing is emerging as an essential capability for the next generation of HR leaders.
The upcoming Certified HRD Auditor Programme conducted by CIPM Sri Lanka in collaboration with TVRLS, India will commence on March 25, 2026, with final certification presentations scheduled for April 8, 2026.
