Cabinet moves to strengthen Colombo Port City legal framework

The Cabinet has approved amendments to Colombo Port City Economic Commission Act No. 11 of 2021, aimed at enhancing tax incentives, improving regulatory supervision and implementing institutional restructuring. 

The approvals were granted during the Cabinet meetings held on July 7 and October 13, 2025.

Following clearance by the Attorney General, the draft bill, prepared by the Legal Draftsmen, has been approved for publication in the Government Gazette and submission to Parliament for concurrence.

The resolution was presented by the President in his capacity as the Finance, Plan Implementation and Economic Development Minister, reflecting the government’s focus on strengthening the legal and institutional framework governing the Colombo Port City.
