The Education, Higher Education and Vocational Education Ministry has informed all national school principals of the release of transfer orders under the 2025 Annual/Compulsory National School Teacher Transfer scheme and outlined the procedure for submitting appeals, the Ministry Secretary said.
According to a notification issued by Additional Secretary (Teachers’ Institutions) A. J. S. S. Edirisuriya, transfer orders for teachers in the Primary (General) subject category will be made available online from January 6, 2026. Principals have been instructed to ensure that all teachers in their respective schools are informed about the release of these orders.
The Ministry further said that if a teacher who has failed to comply with a previously issued or extended transfer order is issued another transfer order under the 2025 Annual/Compulsory Transfer process, the earlier transfer order will be treated as invalid.
National school teachers can view their transfer orders by logging in as teachers through the nstt.moe.gov.lk portal.
Teachers dissatisfied with the transfer decisions may submit appeals online to the Annual Transfer Review Committee from January 6 to January 20, 2026, using the same portal.
After submitting the appeal online, teachers are required to hand over a printed copy of the application along with relevant supporting documents to the principal of the school where they receive their salary on or before January 21, 2026. The Ministry stressed that national school principals are responsible for informing all teachers about the appeals process.
For appeals submitted online, principals must upload their recommendations via the portal by logging in as principals on or before January 22, 2026. The printed appeal application, together with the principal’s recommendation, must then be forwarded to the Teachers’ Transfer Branch of the Ministry of Education by the principal or deputy principal on or before January 27, 2026, either by hand or through registered post.
Teachers facing technical issues while submitting appeals online are advised to contact the Data Management Branch on 011-2075854, while inquiries related to teacher transfers can be directed to the National School Teacher Transfer Branch on 011-2784837.
