Parliament heated up over IMF staff level agreement

Arguments flared up in Parliament over the request made by Chief Opposition Whip Lakshman Kiriella who wanted the details of the staff level agreement reached with the International Monetary Fund (IMF) tabled in the House.

The argument heated up further when Speaker Mahinda Yapa Abeywardana said he has nothing to do with the IMF agreements. “ I cannot do anything about the IMF agreements, but will speak to President Ranil Wickremesinghe about it,” the Speaker said.

“How can you say you cannot do anything about the IMF agreement? How can you say that as Parliament is vested with powers over finances? Besides the President said there was no agreement signed with the IMF. However Sri Lankan delegation to Geneva has said there is an agreement. Please see to it that you get details on the IMF staff level agreement and table it in Parliament,” Mr. Kiriella said.

“I could not meet the President as he was abroad but, I will speak to him shortly,” the Speaker said.

MP Harsha de Silva who joined in the conversation said the Public Finance Committee also needed details about the agreement and details on the discussions with creditors on debt restructuring. It is essential that you get Parliament approval for debt restructuring measures. I was questioned at the last meeting of the public finance committee on the staff level agreement by MP Vasudeva Nanayakkara. I said I was not aware. He then questioned me as to how come I was not aware as the Chairman of the Finance Committee,” he said.

MP Shehan Semasinghe who responded said the government appreciates the work done by Dr. de Silva on financial matters. “We will let you know the details on debt restructuring. We also welcome your suggestions on it,” the MP said.

Minister Bandula Gunawardene who also responded said even the yahapalana government had borrowed funds from international sovereign bonds. There has been an issue of sovereign bonds worth Rs 1.5 billion in 2019. “We don’t intend to hide anything,'' the Minister said.

The topic of  the argument changed its course when MP S. M. Marikar questioned the non-appointment of Committee on Public Enterprises (COPE ) and Committee on Public Accounts (COPA. “We will discuss and decide on the matter,” the Speaker  said at this point. Mr. Kiriella said there is nothing to discuss as the Speaker himself had assured that opposition MPs will be appointed as chairpersons of COPE and COPA. “There is nothing to discuss as you yourself had given an assurance. You are tarnishing the image of Parliament,” Mr. Kiriella retaliated at the Speaker. (Yohan Perera and Ajith Siriwrdana)

    Opposition is now talking bullshit after IMF agreed on work structure for release of loan after meeting financial reform from International creditors . We saw opposition on their episodes on Sarvapakshika never reached by them. Now SJB and Harsha are on a charade of opposing . Why their self demands to work out in government is not making. Although they talk country first, their personal and political goals are their wants. Your tactics are to delay IMF loan. Again you want people suffering in queues as your motto. Now have no faith Harsha instead a big shame of you.

    SJB gave up their majority control last term when Gota got in, they just don't understand to fight to the end, and unsuited ever to be in government. Where will new/fresh candidates for people to vote for going to come from. I hope people don't just vote SJB because they hate SLPP because SJB are just inept at properly ferocious politics. At our time of dire need, with massive debts, are government needs to be madly strong, and unfortunately it is the thugs and rascals of SLPP who show they are best suited for need. Harasha should not have waited for Vasudeva to prompt him of his responsibility to know. He's one of the worst straw men. With his dead attitude I feel his always wearing blank suit makes him better suited to be an actor playing his part by being in a coffin. Good Ranjan R does not join in with SBJ again, because SJB should have complained in parliament that the law is bad, and the judges doing are corrupt instead of being quiet against the matter.

    At least they're getting closer to a break through on the currently secret staff agreement. However, some of the happening on SJB side makes me wonder. Harsha could've easily asked Vasudeva to put up the question just to create the apparent need. Otherwise thoroughly embarrassing Vasudeva had to point out why as chairman of public finance Harsha doesn't know. Harsha seems really lacking competence. Channa Herath was truly a level above Harsha when a Chairman. MP Bandula is showing good quick wit with having the snipe about Yahapalanya.

    IMF agreement kept secret or withheld by CB Governor claiming tax issue. For encourage business investment, there should be minimal secrets about tax. If there are plans for increase it duty of government to inform, as then business can choose how they might further investments. Existing business revenue would not change by tax increase, but business can't be shocked when one week they make investment and next week they find they take much longer to make it back because of tax increase. If there is much unknown business just won't invest in fear. Having transparency gives them greater confidence to invest knowing return on investment and payback time. Best way to have longer term increasing tax revenue is by having greater business activity, and that activity increases with investment. Keeping things secretive takes away from long term tax earning growth for the government.

    SJB! You all are like the Lover Boy, who is given the boot by the damsel. When you were invited for All Party Govt. you put up barriers to join it. Now that Ranil is going places without your support, you find fault at every turn. You all are cry babies to the end! Get your pampers changed in time.
