I won't be surprised if this is arson for an insurance claim for the owner of the business or the owner of the Plaza to demolish it and build a high rise shopping complex

It's a miracle that the fire didn't spread. This area is reminiscent of Hong Kong's infamous Walled City, featuring multiple shops, staircases, and pathways within. There are loads of various materials, including clothes and plastics, stored there. This is a very risky area when crowded.
