Economist Deshal De Mel has been appointed to the Board of Directors of Capital Alliance PLC as an Independent, Non-Executive Director, effective September 4, 2025.
The appointment was resolved by the company’s board on August 6, 2025, and has been reviewed by the Nominations & Governance Committee.
De Mel brings over two decades of experience as an economist, with a career spanning government, financial markets, the corporate sector, and think tanks.
He is currently a consultant for the Asian Development Bank (Sri Lanka), the World Bank Group (Sri Lanka), and the Capital Alliance Group.
A notable highlight of his career was his pivotal role at the Finance Ministry, where he was involved in the design and negotiation of Sri Lanka’s post-crisis IMF-supported macroeconomic reform program and its debt restructuring from May 2022 to March 2025.
His experience includes holding senior positions at several leading institutions. He has served as an independent director at Sampath Bank PLC and Janashakthi Insurance PLC, and as a commissioner at the Securities and Exchange Commission of Sri Lanka.
De Mel is an alumnus of the University of Oxford, where he earned a BA (Hons) in Philosophy, Political Science, and Economics. He also holds a Master of Science in International Political Economy from the London School of Economics and Political Science.
The appointment has received the necessary approvals from the Securities & Exchange Commission of Sri Lanka and the Central Bank of Sri Lanka. According to the official disclosure to the Colombo Stock Exchange, De Mel does not hold any shares in Capital Alliance PLC as of his appointment date.
