ICTA eyes 100+ onboardings and Rs.1bn in transactions within a year through GovPay

Sri Lanka’s push toward a digital government gained new momentum with GovPay—its official digital payment platform, crossing the 50-organisation threshold. 

The Information and Communication Technology Agency (ICTA), which leads the initiative alongside LankaPay and the Digital Economy Ministry, now aims to onboard over 100 public institutions and surpass Rs.1 billion in transaction value within the next 12 months.

Since its launch in February 2025, GovPay has processed 7,024 transactions, generating Rs.65.62 million in government revenue through seamless and secure digital payments. Nearly 700 public services across the onboarded organisations are now digitally payable via the platform, which aims to transform the way the citizens interact with the government institutions.

“Reaching 50 organisations islandwide is not just a milestone; it’s a clear signal that GovPay is leading Sri Lanka’s national drive toward building a cashless society. This is more than a technological shift. It’s a transformative step toward financial inclusion, transparency and economic empowerment for all,” said Digital Economy Deputy Minister Eng. Eranga Weeraratne, addressing the media yesterday.

The top-performing institutions on GovPay include the University of Moratuwa, Kotelawala Defence University, Technical Education and Training Department and Apeksha Cancer Hospital—each demonstrating strong transaction volumes and growing public trust.

With GovPay designed as a highly scalable solution, Chief Advisor to President on Digital Economy and ICTA Chairperson Dr. Hans Wijesuriya said the government is confident that the 50 plus organisations connected would grow exponentially, leading to the establishment of an accessible and trusted digital ecosystem of nationwide scale.

The ICTA is also piloting an online traffic fine payment system under GovPay, which has processed 461 transactions, amounting to over Rs.739,500 since its April rollout across selected police divisions, including Kurunegala, Anuradhapura and Dambulla.

A revamped GovPay.lk website was also unveiled at the media conference, featuring an improved user interface and real-time dashboards to track the institutional performance and transaction flows.

The ICTA and Digital Economy Ministry urged all government institutions to integrate with GovPay without delay, to reduce operational burdens, improve public service delivery and boost transparency.
