Major General De Silva stated that the inmates had tried to scale the boundary wall after getting through the roof on the prison’s second floor. They had been warned but had not heeded warning shots. The prisoner who had been killed was an ex army deserter. (KA)

This is an usual excuse when they kill a suspect in police and prison custody. I never believe this as I know even prison guards carry out contract killings.
