Power Plants to be run by Companies: Minister confirms

Each power plant will be run by respective companies as per the government's restructuring plan of Ceylon Electricity Board (CEB) , minister of Power and Energy Kanchana Wijesekara told Parliament today.

The minister when responding to questions raised by opposition MP Patali Champika Ranawaka on the plan to divide CEB into 18 companies, said the restructuring plan has to go ahead to ensure uninterrupted power supply.

"No one should shout against the restructuring of CEB just because they were not able to restructure and stabilize the power sector when they were in power" he said.

The loss of CEB by end December this year is expected to be Rs. 152 billion.

Some argue that CEB is currently enjoying an operational profit. This is because the thermal and furnace oil power generation were halted. We have already given a concession worth Rs. 130 mllion while the corporate sector is given a concession worth Rs. 100 million. The total payment due to the suppliers will be Rs.300 billion, while CEB owes Rs.3 billion to those who have installed solar panel. (Yohan Perera)

    Good move however ensure to have legislation in place for private companies not engaging in unfair profiteering, no merging of companies, not allowed to group together to force tariff increase and only fair trading.

    Mahaweli complex caters to the energy needs as well as agriculture. Sometimes, water has to be released for agriculture alone, without power being generated, to meet the demands of farmers. If the power plants are handed over to these companies, they will not agree to releasing water for agricultural purposes alone putting the farmlands at risk. This is an area where there will be conflicts of interest. Besides, why is the CEB handing over these power plants to private companies when the potential exists to handle these by the CEB as has always been done.

    18 local companies. That means 18 Chairman, 18 Board of Directors, 18 General Managers, 18 Chief Engineers, 18 CEOs and for all private secretaries, Mercedes cars and residences. Plus then 18 times bribe payments to politicians. Furthermore, a committee will then be needed to coordinate all 18 companies. Perhaps the government should then also appoint a state minister to each company.

    I presume what KW is referring to is the setting up of project SPVs owned by the CEB or Government. Each will have its own PPA with the Transmission Company which will own the transmission lines. the transmission will have a separate agreement with the distribution company/ies, which will ultimately supply to the end user. this model is being used in many parts of the world. this will also drive lean operations and highlight the loss-making elements. The Government can create REITs out of these power-operating SPVs to raise capital to the government too.

    Good provided the private companies abide by the rules. A question, what is the significance of the total concession of Rs 230ML {Rs. 130 ML (To whom? ) Rs 100 ML(To corporate sector ? Why?)} in relation to the forecast annual loss to Dec this year of Rs.152 BL. Or is this just another piece of sloppy reporting by DM?

    There is a much simpler solution. Divide SL power supply into various segments/areas. Give each segment to a private company to generate, supply and collect money. For the transmission, these companies can pay a fee.

    Better if you explain how you can improve the power supply and reduce the cost with your so called restructuring plan. Now you are increasing the electricity charges before selling the CEB.

    We can understand that the IMF's, a Puppet of the US, strict ORDER has been implemented under PRIVATIZATION SCHEME of GOVT. INSTITUTION, and exactly not a RESTRUCTURING PLAN as you usually call, hereinafter our ASSET will be SOLD to FOREIGN countries who will EARN PROFIT and take away the money from SRI LANKA the way Indian OIL COMPANY does.
