Laws required to remove underperforming officials: Kanchana

Power and Energy Minister Kanchana Wijesekara said although the people have the power to remove politicians in an election, there are no specific policies to take action against officials and institutions that do not show the required performance levels.

He said not only in the power sector, but in every sector, there should be provision to identify the officers who are specifically responsible for the tasks and to remove them if they do not reach the required level of performance.

The Mìnister said this at the meeting of the National Council Sub-committee for National Policies where the Cabinet Appointed Committee Report to Suggest Reforms in the Power Sector was discussed.

Minister Kanchana Wijesekera, State Ministers D. V. Chanaka, Indika Anuruddha, Members of Parliament Pavithradevi Wanniarachchi, Asanka Navaratne, Sagara Kariyawasam were present at the Cub Committee meeting chaired by Namal Rajapaksa.

The officials briefed the committee on the proposed restructuring of the power sector.

A member of the committee appointed by the cabinet informed the committee that it has been proposed to establish five independent bodies to ensure and regulate the operation of the Sri Lanka Electricity Board.

He said that there is no proposal for the privatization of the Electricity Board in this committee's report.

The chair to the Sub-committee Namal Rajapaksa pointed out that during the restructuring, attention should be focused on simplifying the procedures to be followed by the parties involved in the tasks including electricity generation.

The chair of the sub-committee mentioned that it is hoped to establish a separate body for policy formulation not only in the power sector but also in other sectors and for that purpose Thus, he further stated that the relevant legislation required for the said will be proposed to the National Council through the Parliament.

Minister Wijesekera emphasized the need for a secretariat to operate until the restructuring of the power sector is completed.

    What about parliamentarians, former prime minister and former president who did not know their job and took decisions in a haphazard manner and brought the country to bankruptcy.What would be the the action.Will there be an election to remove them

    Excellent idea then I didn’t want to read beyond seeing Namal Rajapakse as the chair of the committee, a known corrupt, who practice nepotism and all the bad things law abiding citizens hate. Results will be as good as the committee. Also look at the other useless members such as Pavithra, good for nothing, leader worshiping useless woman. Kanchana you are doing a great job however I feel sorry for you because those around you are absolutely corrupt and good for nothing! Get rid of all corrupt politicians at next elections. It’s up to us to vote them out !!

    There is much going on in the Sri Lanka High Commission in Ottawa and the Sri Lanka Consulate in Toronto. The Foreign Ministry and the Government should look into this please. Certain Diplomats are having a "Free for all-time" including the big one, duping the government with deception. Sri Lanka is loosing a lot because of this attitude. Leading Sri Lankan Canadian business personnel claim that a lady diplomat posted in 2008 is still working in the mission for 14 long years without a transfer. It is suspected Humanitarian aid is purposefully bungled for various reasons. Sri Lankans living here are frustrated. A probe is necessary.     First of all get some qualified people to the parliament. There are so many with just the O.L.'s and they are supposed to be our law makers. There is a big hue and cry on the retirement age.     May I suggest that the Hon.Minister seeks assistance from the NZ Govt. regarding the practices adopted by the NZ Public Sector. Employees sign an employment agreement and their performance is evaluated half yearly by their respective managers. Appropriate traiing is provided where skill shortages are found.

    A Good thing. BUT BUT.... You need to set measurable and realistic goals for each higher official. down to the junior level. The sound Performance Management System needs to be created in the public sector. with annual increments coupled to that.

    This should start with CPC, from my personal experience, there is no performance evaluation and amost all the heads are promoted on politically victimization basis. you will hardly find any person with excellence performance.

    Mr. Minister, it is a common knowledge that performance of the state officials is poor. This status has been remaining as the same for a long period of time of this country. As far as we are concerned, the state mechanism of the country was not efficient since following the British rule. You suggest now only that Law is to be implemented to remove underperforming state officials. It is common knowledge that our state mechanism is not working efficient since following the British rule. However, the economic meltdown that the country is experiencing at present is due to the lethargic attitude of the state officials is unmentionable. Anyway, we should be thankful to you for your endeavor in this respect.

    How do you plan to measure underperformance? Do you have a performance evaluation system? Many organizations have a yearly evaluation system to assess performance of their staff.

    The political appointees are sitting ducks in many government offices. Recently in Ireland an employee became whistleblower to go to court to complain that the government organisation he works has a senior employee drawing salary and doing nothing. Same is true for many state offices in SL. If one go to a state office, can notice sitting ducks either reading papers or browsing internet and so black face as if why disturbing, when ask something.
