Cabinet not informed of IMF staff level agreement: Susil

The staff level agreement which was signed with the International Monetary (Fund) has not been presented to the Cabinet as yet, leader of the House Susil Premajayantha said today.

He told this in Parliament in response to a question by Parliamentarian Anura Priyadarshana Yapa whether the IMF satff level agreement was presented to the Cabinet before signing it.

The MP said at least a nominal approval should have been obtained before signing such an agreement.

Opposition Leader Sajith Premadasa also urged the government to table the contents of the IMF staff level agreement in Parliament so that more constructive and progressive proposals  beneficial to people could be reached at.

SJB MP and Chairman of the Financial Committee Dr. Harsha de Silva said the Central Bank Governor has stated that the IMF agreement could not be presented in Parliament adding that officials, who were not elected through an election, could not take such decisions.

"Parliament has the full control over public finance. Agreement of Parliament should be obtained for the agreement when the country is bankrupt. Unless the entire agreement could not be presented in Parliament, at least a framework should be tabled in Parliament. We cannot support it without knowing its content," he said.

Parliamentarian Prof. Charitha Herath said as per the Standing Orders at least a framework of the IMF agreement should have been tabled in Parliament.

He said the Prime Minister has given an undertaking in Parliament that the Parliament would be briefed before singing the agreement. (Ajith Siriwardana and Yohan Perera)

    What does this mean Central Bank Governor mean. Even Ranil was never directly elected to Parliament, and he wasn't directly elected as President either. The Central Bank Governor is political appointee from Gota. He cannot in any way challenge the Parliament as suggested he had done by Harsha.

    You all can say anything you want but govt is not going to listen to any one of you. In the name of democracy this govt of Ranil/ Rajapakshas conducting its affairs as dictators. There is no need of a opposition in our country and the best option available to you is either to join the sinful govt or get out from the parliament and join the protesters to call for an early election.

    Can the SJB (former Yahapalanaya's and UNPers) or the SLFP/SLPP (including former SLFPers) enlighten us if staff level agreements were ever tabled in parliament in any of the past 16 instances where IMF agreements were entered into. There will be a lot more work required prior to finalizing and signing the IMF agreement, and further negotiations on fine details and changes will be required before settling in on the final position. If the opposition dudes (including Harsha) want to create issues and drama then demanding the tabling of the document in parliament would be a great idea. They will pick up some thing in it and scream till the cows come home. The bottom line is that many in parliament would silently wish that their were roadblocks and delays in finalizing the IMF agreement for their narrow and selfish political aspirations. As for the impact on the country and the people ... well hard luck it would be under the watch of another!

    There should be far more transparency about the IMF agreement. I have seen other media reports which have CB Governor saying income taxed can't be unformed about early. That is complete madness. In developed countries taxes can be raised systematically years ahead or cut back for years ahead and all that is upfront. What difference does it make if income taxes are raised for the next financial/tax and everyone is informed. It is for the upcoming period. No wonder there is so much criticism about the CB Governor and for him is going to get a lot worse.

    The scenario resembles Julius Ceaser against 220 Brutus and the gang. They did not want to give any worthy ideas to overcome the crisis, when Ranil was begging IMP. Now all are eager to know details of loan, either to swindle their share, or to sabotage the deal. Why are they so agitated, Susil included? Or to pass details to some others? Don't we have single MP who wants to donate his salary to a national fund? Why don't they start one?

You are defending the government when in your conscious you know it's wrong. remember what you said about the mid day meal. you and I know that meal does not reach the children as per the plan. and obviously those handling it don't give the children what you intend giving. you are a sweet talker but not an effective player in the task you are tasked to implement

    The whole country is facing huge economic problems and the some idiots in parliament are trying to prove that they are above everyone and keep on arguing about their superiority. Harsha Silva is a hopeless man suffering from an inferiority complex.
