Is it illegal to organize and have parties in Sri Lanka? Arresting people for having drugs is one things but for having a party?

its legal to organize a party, but illegal to consume prohibited drugs within it, which will probably instigate chaos. This is sri lanka a land like no other - anyone wished to go to another country to try weed can do so.
