Why don't they just increase the price of a stick to somewhere of Rs. 40 - 45.........then it'll definitely does the intended.

Don't you have to tell people that you are going to put the prices up?What kind of a democracy is ruling here? Anyway, from what I see people having their own tobacco plants and don't really care.
