India is really investing in lot of wind profiler RADARs to measure vertical wind velocities that helps in accurate prediction of weather. India has also deployed lot of underwater profilers and MET buoys stationed across Bay of Bengal, Arabian and Indian Ocean to measure sea surface temperature, currents, etc. It is said that when the avg temperature of deep sea crosses >25 Deg C, obviously the prospective of cyclone exists.
