Youth falls to death from Borella flat

Colombo, June 10 (Daily Mirror) - A youth fell to his death from the top floor of the high rise housing complex Methsara Uyana in Borella this morning.

The deceased has been identified as 24-year-old resident of Saranapala Himi Mawatha in Borella.

The preliminary inquiries carried out by the Borella Police have found that the victim was heavily addicted to drugs. His remains are lying at the Colombo National Hospital morgue.

Sri Lankan designers and builders do not follow the International Building Code. As an Architect, I can bear witness to this. A guardrail's minimum height is 1020mm (40"). Stairs, balconies, and grade separations of over 24" are subject to this regulation. The height of a handrail should be 900mm above the nosing of the treads, measured vertically. If this were followed, accidents would be minimized. In SL the simple rise to run (tread) ratio does not comply with the IBC in most instances.

The building should be investigated for its compliance with the IBC (International Building Code). The builder and the Architect may have violated the provisions of the code as well as the authorities who issued the building's occupancy permit. If found deficient, the people responsible should be held liable for damages.
