ADB have to ensure a statement of Accounts is recorded for this loan. With the amount of corruption over the years, do not release the whole lot of funds at one go. Only release in batches and ensure it’s accounted for before the next batch is released. Have them to send yearly statements of account on the progress on the loans. Most politicians and officials are good at manipulation when big ticket items are given out!

Is this a grant or a loan? Whichever way, ADB please ensure proper use of the assistance ensuring it will not give the politicians control and the maximum accountability. Corrupted regime will use this assistance to win votes leading to the elections in the country.
