Colombo, April 1 (Daily Mirror) - The Taxpayer Identification Number (TIN) has been made compulsory for obtaining all services from the Department of Motor Traffic (DMT).

In an official notice, DMT Commissioner General Nishantha Anurudda Weerasinghe announced that the requirement to provide a TIN will be enforced from April 15.

Accordingly, individuals must present their TIN at the respective counters when accessing DMT services.

April 15th? Is this to ensure ample time to clear all the newly imported cars that were purchased with black money? You should also see if the people that purchased the cars since imports were lifted this year also has valid TIN numbers with all their taxes filed.

Where is the relevant Amendment to the Motor Traffic Act "mandating" this??? Since there isn't any, CERTIORARI/PROHIBITION AND/OR ARTICLE12(1) action will lie to quash any abstention on the part of the Department of Motor Traffic to DULY discharge its assigned public functions and services. IF the government is so hell-bent on making the "TIN" mandatory, then it should PASS an amendment to the Inland Revenue Act to UNEQUIVOCALLY proclaim this. Of course, the legality of any such "bill" would surely be strenuously contested (and possibly defeated) before the Supreme Court! As usual, however, the opposition is in "deep slumber," as it was when 5% was being "stolen" from the deposits of the poorest of Sri Lankans as "AIT"!

Presently, any individual who receives LESS THAN Rs.1,800,000 for any year commencing 1/4/2025 has NO TAX PAYABLE FOR THAT YEAR and SHALL NOT BE REQUIRED TO FURNISH ANY RETURN OF INCOME [s.52 read with 5th Schedule’s 2(a)(v) and s.94(1)]. Any person NOT LIABLE TO FURNISH A RETURN OF INCOME NEED NOT REGISTER with the Commissioner-General [s.102(1)]. Not even the Commissioner-General can compulsorily register an individual as a “Taxpayer” without first determining that he or she RECEIVES MORE THAN Rs.1,800,000 for any year [s.102(4)]. (Gazette Extraordinary No.2334/21 (31/5/2023) had been promulgated subject to the requirements of s.102.) PRESENTLY there exist no Amendments to the Notaries Ordinance, Registration of Documents Ordinance, Local Council Ordinances or Motor Traffic Act COMPELLING any submitting of a “Taxpayer Identification Number.”

This maybe challenged as per comments above. If so, then a student just after school can transfer a 200 mil vehicle to his/herself since officially below annual income of 1.8 mil. (A brand new 4 wheeler if registered under anyone automatically gets a tin certificate created if not having one)

Mandate TIN for National ID, Passport, School Admissions too. Also, every citizen should report their annual income to Inland Revenue even if its 0 per year to receive aforementioned government service

It is not clear if the TIN replaces the other mandatory requirement at the RMV, the "palm oil".
